Signing of the UN Convention on the Rights of Persons with Disabilities (CRPD) in 2009 demonstrates Uzbekistans readiness to continue following the international standards on the rights of persons with disabilities (Persons with disabilities). The ratification of the CRPD is included into the National Action Plan on implementation of recommendations of Universal Periodic Review and other treaty bodies. Further support to the ratification and implementation of CRPD is included into development priorities for Uzbekistan and United Nations System in the United Nations Development Assistance Framework (UNDAF) for 2016-2020.

Within the 2016-2020 UNDAF framework, the UN agencies, including UNICEF, UNDP, UNFPA, UNESCO and WHO have joined efforts in assisting the Government of Uzbekistan in the process of ratification and implementation of CRPD, through proposed Government and UN Joint Programme on Persons with Disabilities, including children and women (hereafter Joint Programme).

In order to address the limited data availability, a comprehensive analysis of the situation of persons with disabilities, i.e. the SitAn, will be conducted jointly with the Government during the inception phase of the Joint Programme on Persons with disabilities. The SitAn will inform the formulation process of the Joint Programme and address the persisting insufficiency of comprehensive and reliable information on persons with disabilities.
